Luke and Journey’s responses are right on, because Black Hat SEO techniques can and will [when reported by your competitors] result in your website being “banned” from major search engine databases.
On the other hand, here’s a helpful tutorial on White Hat SEO techniques:
    Placement of Metatags:
A ranking or search order does take place with Google
and Yahoo and it begins with the “Title” metag which
should consist of no more than 65 characters separated
by commas. The “Title” should describe in generic
terms, the goods and services, followed by a location
from which the resource is located, i.e., city, state.
The placement of a domain name which is not generic
within the “Title” is not appropriate, unless your
domain name is a major recognizable brand name.
The second metatag is the “Description” which is
usually 25-30 words to form a complete sentence which
best describes one’s goods and services.
And the very last category – “Keywords” are also
somewhat limited to 15-16 words which can be plural
and compound in nature. Again, avoid multiple entries
which could be mistaken as “spamdexed entries” which
is defined as the loading, and submission of
repetitive words into a particular metatag category.
“Spamdexing” when discovered on a webpage and reported
to Google’s spamreport.com can result in the
elimination of your website from their search
    directory.
    Good luck!

Using Blackhat techniques is unethical way of optimizing a site and your site might be penalized or banned for doing this.. So why would you use them? If I were you, it’s better to focus doing white hat techniques or following the search engine’s quality guidelines because this will give your site good rankings for longer results..

I agree with everyone directing you away from blackhat techniques. There are many other things you can do which are white hat tactics that will produce better results and keep you from gettting bounce of Google. If you are currently using blackhat tactics you may want to check Google to see if you have a malware penalty. Do a keyword search for this on Google and it will provide you with the report…it’s free.
